Conflicting armor slots

I recently wiped all my mods and started from scratch again, and I'm running into the issue where the tops and waist area of some armor, like most of the armor mods here, conflict and unequip each other. I can't for the life of me remember how I fixed this problem years ago. I've seen some posts saying to individually flag each armor piece in SoS (which isn't working either) but I didn't have to do that with my old mod setup. Was wondering if there's an easy fix I'm just missing
